Members of the Old Guard have earned their stripes in the party hierarchy during the war and presently occupy the positions of authority. Unfortunately, they rose up the ranks not because they managed the economy well or demonstrated a talent for administration. They did so by digging tunnels from the north of the country to its south for more than 30 years. What they have in common with China’s opening up experience are officials who have turned corrupt.
