Local elites, with their commercial interests and their influence in public affairs, helped regional societies resist national policies that harmed their interests: by ignoring them, bending them, and occasionally defeating them. If the emperor’s officials valued their reputations and career prospects, they could not ignore the special needs of the provinces they governed.
