Every Indonesian ruling group since colonial days has wrestled with the question of whether to promote their economic strength and profit from it or to drive them out. Finding that they cannot do the former (because of popular resentments) or the latter (because the economy cannot do without the Chinese), Indonesia has lurched between one extreme and the other; or settled for an unstable blend of toleration for the Chinese minority and discrimination against them.
