The employer holds the worker’s pass and identity card, thus establishing a form of bondage, a system tacitly enforced by the police. This state-complicit system has been compared to apartheid in white-ruled South Africa, in which a racial division kept rural-to-urban migrants from settling permanently and kept wages low. Instead of “race,” China used “rurality” as a stigma to distinguish the migrant worker from settled urban residents.
