The rapid change created by war and its effects gave rise to an extraordinary climate of fear among many people in Europe and elsewhere. The most destructive of these fears centered on individual or national humiliation and destitution. It was claimed that radicals, Jews, capitalists, Communists, or neighboring states were out to exploit those who had already suffered and sacrificed in the Great War and its aftermath.
