While doing so, Stalin and his followers had probably saved the government they represented. How did they do this? They could rely on the abundant natural and human resources of the former empire. They had the organizational ability of the Communist Party to use those resources. They employed centralized power and economic and social planning for greater efficiency. Finally, they used terror against enemies, real and imagined.
